BIOGRAPHICAL INFORMATION:

Education:  1993 – University of Notre Dame B.A. Government and Hesburgh Program in Public Service; 1999 – Indiana University School of Law-Indianapolis

Judicial Experience:  Judge Certo was appointed to the Marion Superior Court by Governor Mitch Daniels on August 1, 2007, and hears civil protection order cases and criminal matters in Court 21.  He served as chief legal counsel and administrative hearing officer for the Indiana Bureau of Motor Vehicles.

Significant Legal Accomplishments:  Judge Certo worked in the offices of Governor Evan Bayh and Mayor Steve Goldsmith.  He also served as director of the Indiana Board of Pharmacy, general counsel to the State Treasurer, and counsel to the director of the Indiana Department of Natural Resources and litigated before numerous federal and state regulatory agencies.  Judge Certo was cited for outstanding volunteer legal service to the Vietnam Veterans of America. 

Other Legal Involvement:  Judge Certo is active in the Indianapolis Bar Association and is secretary of the Government Practice Section.  He served as a volunteer and peer monitor for the Judges and Lawyers Assistance Program (JLAP).  Judge Certo was town attorney for the Town of Rocky Ripple, Indiana, and president of the IPD Citizens Police Complaint Board for three years.  In law school he won a prize for moot court advocacy and competed in several national moot court competitions.  He volunteers with moot court programs in Indianapolis and Bloomington 

Personal Statement:  “In Court 21 we serve mostly pro se litigants.  It is a humbling privilege for me to advise and assist people in crisis.  As the father of an infant son, I work tirelessly to keep the interests of children foremost in helping their parents.  I believe that we can and must fight domestic violence to protect families and to keep peace in our neighborhoods.”
