Judicial Experience:
Judge Welch has served as an elected Judge on the Marion Superior Court since January 1, 2007. Prior to her election as a Marion Superior Court Judge, Heather served for approximately six (6) years as a Master Commissioner for Judge David Dreyer, Marion Superior Court, Civil 10, and Judge Tanya Walton Pratt, Marion Superior Court, Criminal 1. During her service on the Marion County bench, Judge Welch has served in both criminal and civil court and is currently assigned to Marion Superior Court, Civil 12. During her approximately eleven years on the bench, Judge Welch has conducted hundreds of jury trials, court trials, suppression hearings, post-conviction relief hearings, motions to dismiss, motions for summary judgment and various other hearings.

Significant Legal Accomplishments:
Marion Superior Court Committees: Civil Term Chairperson January 2009-2011: Judge Welch accomplished the following as the Civil Term Chairperson: Implemented an Electronic Filing System on Mortgage Foreclosure and Civil Collection Courts in the 13 Civil Courts in Marion County Created a partnership between the Marion Superior Courts and the Indianapolis Marion County Public Library to assist self represented litigants. Successfully obtained $130,000.00 from the Marion County Indianapolis City County Council for Child Advocates, Inc., who provides Guardian Ad Litem’s in family law cases. Chair of the Marion Superior Court Ethics Committee 2010-2011 Chair of the Facilities Committee 2008 Supervising Judge of the Marion County Law Library 2007-2008 Legislative Committee Co-Chair 2010 Legislative Session Member of Family Court Project Committee 2006-current Member of Court Technology Committee 2007- current Member of Case Management Task Force 2011- current

Personal Statement:
Judge Heather Welch is seeking re-election in 2012 to the Marion Superior Court for a second term. Judge Welch established her competency as a Superior Court Judge through managing an efficient and effective courtroom and treating all parties appearing before her, both attorneys and litigants, in a respectful and fair manner. Judge Welch takes her duties and oath seriously, and understands well that her daily actions reflect the society she represents. As she has spent time in both the private and public sector, she recognizes the realities of the economics of litigation and the demands private practice attorneys face on a regular basis. She seeks to move cases quickly yet cautiously, and maintain a professional and courteous environment for everyone involved in litigation. Judge Welch is running for a second term to further her goal of providing competent and efficient service to lawyers that practice in Marion County Courts and the central Indiana community.
