Significant Legal Accomplishments:
From March 2006 through October 2011, Commissioner Joven was Judge of the Marion County Small Claims Court, Lawrence Township Division. Before taking the bench, Joven was the Indiana Securities Commissioner, leading the state agency charged with enforcing Indiana’s securities, loan broker and franchise regulatory laws. As Securities Commissioner, Joven founded the Prosecution Assistance Unit to assist county prosecutors with the criminal prosecution of investment scam artists throughout Indiana.  While a Deputy Attorney General, Joven led the team that defended against challenges to the Indiana Telephone Privacy Act – the law that created Indiana’s “Do Not Call” list. He also directed the Tobacco Litigation Section of the AG’s Office. Joven spearheaded the City of Indianapolis Brownfields Redevelopment Program, which was charged with finding ways to re-use environmentally contaminated properties. Joven began his legal career as a Judicial Law Clerk for Justice Roger O. DeBruler of the Indiana Supreme Court.

Other Legal Involvement:
Commissioner Joven is a regular Mediator Coach for the Public Policy Mediation course at the Indiana University Robert H. McKinney School of Law. While in private practice, Joven served as a Hearing Officer for the Indiana Secretary of State’s Office. He has served as a presenter for landlord-tenant, securities regulation and administrative law CLE programs. Joven is a Member of the Indiana State Bar Association and formerly belonged to the ISBA’s Young Lawyers and Appellate Practice Sections. Joven is also a Member of the Indianapolis Bar Association. He is currently a member of the IndyBar’s Litigation Section and formerly belonged to the Environmental Law and Government Practice Sections. Joven has served as an instructor and a judge for the Wabash College Moot Court program, and as a judge for the moot court programs at the Bloomington and Indianapolis law schools.

Personal Statement:
In practicing law for nearly 20 years, I handled cases at the administrative, trial, and appellate levels in the state and federal systems. I represented clients in matters of varying complexity, including constitutional litigation, securities regulation, domestic relations, environmental law, criminal appeals, landlord-tenant matters, and other statutory and regulatory enforcement. As a judge, I presided over hundreds of trials. I understand the gravity of my judicial responsibilities. I strive to treat litigants with courtesy and respect, and to exercise sound judgment after thoughtful deliberation and thorough consideration of issues. I am honest and fair, ruling impartially and with respect for the rule of law. I understand the constitutional role of the judiciary – that it is the legislature’s province, not the judiciary’s, to write the laws. My experiences as a lawyer and a judge demonstrate my ability and qualifications to serve as a Judge of the Marion Superior Court.
