BIOGRAPHICAL INFORMATION:
Education: Received my J.D. from Indiana University – Bloomington in 1988.
Judicial Experience: Worked for six years, half time, as a Master Commissioner in Marion Superior Courts, the first two years in Court 20 handling major felony drug cases. The next four years were in Court 13 hearing misdemeanor traffic and civil traffic cases and occasionally in a D felony court, and Initial Hearing court. For the past five years, served as a Judge in Marion Superior Court, Criminal Division, Court 19, handling misdemeanor cases.
Significant Legal Accomplishments: Created the script for a CD, which is now available on the Court’s shared computer system, that has common Spanish language phrases used in Court by Spanish-speaking defendants. Participate in training of the Marion County sheriff Special Deputies. Consistently resolved the most cases in the Misdemeanor Division of Marion Superior Court.
Other Legal Involvement: Worked in civil private practice and held a clerkship on the Indiana Court of Appeals. Served as a Deputy Prosecutor about four years, in misdemeanor, D felony, and Grand Jury. Served on the IBA’s Bench Bar committee. Serve on the IBA’s Modest Means committee and created the financial information sheet used in the program and had it translated into Spanish. Presented CLE for the IBA and one for the MCBA. Serve on the Indiana Judicial Center committee: Criminal Law Policy, which addresses statewide judicial criminal law policy concerns. Serve on the Indiana Judicial Center sub-committee: CADPAC, which addresses statewide issues regarding alcohol and drug related court policy. Serve on the Indiana Judicial Center committee: Bench Book, which revises and updates the bench book, which is provided to all judges in Indiana for use in all judicial procedures. Served/serving on five different committees for the Marion Superior Courts. Member of the Indiana State Bar Association, the IBA, and the Marion County Bar Association.
Personal Statement: Being a hard worker and a well-rounded person who is involved in and concerned about our city and society, and being “my brother’s keeper” contributes to my qualifications to continue to be a judge in Marion County. Let me explain. In addition to the activities listed above, I have been involved in the non-legal community. Prior to law school, I worked as a nurse for almost seven years and still maintain my R.N. license and regularly volunteer at Gennersaret Free Clinic where doctors, nurses, dentists, and other volunteers provide free medical and dental care to the indigent and homeless. I believe that this helps keep me in touch with an often unseen and forgotten population of our city. As an adult, I have been involved in the community in the following ways: being a mentor in the I Have a Dream program in the 1980s, serving on the boards of Flanner House, Gennesaret Free Clinic, Heritage House, the Protection and Advocacy Commission, the Indiana Mental Health Association, and by serving on the Council on State Operated Care Facilities. As guardian of my brother, who has been institutionalized in mental health facilities for over thirty years, I have attended to his needs and visited him twice a month for twenty years. This provides me with a better understanding and I am better attuned to the mental health and physical health of defendants, which has very often been a factor in criminal cases. Prior to my current judgeship, I was a deputy prosecutor for about four years and prior to that, I was in private practice and served a clerkship on the Indiana Court of Appeals, which gives me yet another prospective regarding a variety of legal issues. I have lived in Indiana for about 45 years and in Indianapolis for about 30 of those years, so I have learned a lot about our community. I am a life-long Methodist and have been actively involved in my church my whole life. All of this, I hope you will agree, makes me a well-qualified judge.
