BIOGRAPHICAL INFORMATION:

Education:   B.S. Business Indiana University 1965, J.D. Indiana University School of Law, Indianapolis, 1969

Judicial Experience:  Elected to Marion Circuit Court November 2002, with responsibility for the Circuit Court and the Marion County Paternity Court.  Served as a part-time Commissioner in the Circuit Court from 1984 to 2002, focusing on child support and the Circuit Court civil docket.

Personal Statement:  As your Circuit Court Judge, I have worked to establish an environment that is conducive to the movement of your clients’ work through the court.  The backlog of jury cases has been reduced from 800 to 300 cases, and the time for a first choice jury trial setting is now 10-11 months. The court encourages teleconferencing as a method of resolving discovery disputes and other issues that require immediate attention.

One of my most satisfying accomplishments has been in the area of child support collections, which have increased from $41,000,000.00 per year in 2002 to 100,000,000.00 by 2006.  While child support collections have been flat for the past year and a half, we have recently secured funding for a third court room which should significantly increase those collections.

 

It is my firm belief that child support collection from the responsible party has two major benefits.  The first is that the single working heads of households who receive their support are positioned to be at home with their children at the end of the work day, and available for the kind of help and supervision that improves both school work and behavior.  The second benefit is that support from the responsible party substitutes for what might otherwise be public assistance claims and higher tax rates.
